The Tulare City Council established the Measure I Citizen Oversight Committee (Committee) on May 16, 2017. The main duties of the Committee will be to review the annual audit prepared by the City’s independent auditor related to the prior fiscal year’s collection and expenditure of Measure I revenue and expenditures of the fund, and to transmit a report to the City Council regarding the accuracy of the auditor’s findings. In order to preserve the integrity and independence of the advisory process, Committee members will not have a role in determining the use of revenue generated by Measure I.
The Committee will consist of five members, appointments to be made by each of the five Council Members to terms selected by draw as follows:
- Three seats to serve a four-year term beginning at appointment in 2017 and ending December 31, 2021; and
- Two seats to serve an initial two-year term beginning at appointment in 2017 and ending December 31, 2019, then four-year terms thereafter.
The Committee will meet twice annually – once to be briefed on the annual budget (mid-year) and again to review the Annual Audit Report, specific to Measure I.
